In Chișinău, on November 3, 2025, the General Director of the National Office of Social Insurance , Ms. Elena Țîbîrnă, and Ms. Valeria Vittimberga, General Director of the National Institute of Social Security of the Italian Republic, signed the Technical - Procedural Agreement on the electronic exchange of liaison forms and data contained therein for the implementation of the Agreement between the Republic of Moldova and the Italian Republic in the field of social security, signed in Rome on October 31, 2024, in force since September 1, 2025.

The signed document is the actual and practical instrument for implementing the provisions of the Agreement and establishes the conditions for the electronic transmission of data necessary for determining social benefits under the Agreement, as well as the protection of personal data. 

Its major and innovative role lies in guaranteeing the electronic exchange of liaison forms and the data contained therein, which reduces the time needed to grant benefits and management costs, as well as ensuring stability in minimising the risks associated with undue payments of benefits, thus improving the quality of services provided to pension beneficiaries without compromising the security and confidentiality of the information transmitted.
